Why dont LIEbrals understand that auto insurance is mandatory only if you are going to drive a car?

If you dont have a car, then you are not mandated by the STATE to buy auto insurance and not by the federal Government. So i should be allowed to chose Not to buy health insurance instead of being FORCED to by the federal government. So the health care bill is unconstitutional.
